Synopsis:
Sometime in the future… The world’s humans co-exist in a delicate balance with highly evolved “Creatures” – living beings who have taken on the physical form of humans and emulate human comportment. But in times of crisis, these creatures revert to their basic animalistic instincts … with corresponding beastlike behavior. The police are investigating a series of mysterious, gruesome deaths in which humans behave like exceptionally powerful beasts before internal combustion leads to their violent ends. The police suspect a creature-instigated conspiracy to destroy human life and take over the world…
人類與妖獸的戰爭已進行了數千年，人類亦成立了特警對付妖獸。妖獸分為兩派，一派融入人類社會，控制經濟命脈，與人類共處；另一派則試圖消滅人類，稱霸世界。
市面上出現了一種叫「快樂」的毒藥，控制人類思想，以毀滅人類為目標。加山隊長計劃捉拿名義上是大集團董事長，實際卻是妖獸的元大宗（仲代達矢 飾）。瀧蓮三郎（黎明 飾）在三年前曾與美女妖獸幻姬（李嘉欣 飾）展開一段戀情，無奈人鬼殊途，不得不放棄而遠走東京。此次回到香港的阿瀧卻發現幻姬已成為元大宗的情婦。元大宗嚮往和平，但他的兒子鬼眾道卻是個激進分子。
人類的命運繫於一線，一場正義與邪惡之間的人獸大戰一觸即發！
